This is an on-site position reports to the Regional Trade Compliance Customs Manager.  It is responsible for global customs compliance, and security programs. To perform regional specific Trade Compliance functions.  This position works with the Business units to support the global compliance goals and drives towards leading edge compliance program.

KEY RESPONSIBILITIES/AREAS OF ACCOUNTABILITY

  • Assist Regional TC Manager with development and implementation of corporate global customs compliance and security programs to ensure compliance with international customs regulations, operating policies, procedures, and internal/external controls.  

  • Responsible for execution and communication of key customs controls & procedures. Interact with engineers, project managers, GSC, Legal and other relevant resources to secure information necessary to ensure accurate entry filing by the Customs Brokers and to avoid delays associated with customs clearance.

  • Research, analyze, assignment and validation of Harmonized Tariff Schedule classification and ECCN, valuation, country of origin determinations, trade agreement qualifications/exclusions/refunds & drawbacks etc.  Ensure accurate filing of data for other government agencies who regulate import/export activities.  Apply for National Customs Rulings as required. 

  • FTA’s & Duty Optimization – Analyze and audit BOM qualifications & certificates to ensure compliance of preferential duty treatment.  Prepare FTA certificates and support annual supplier solicitation. Analyze & prepare duty relief claims.  

  • Participate in internal/external Customs Compliance Assessments, Customs, Financial, and Security audits and special projects as assigned

  • Interface with various customs agencies, other government departments, customs brokers, consultants, service providers to ensure proper declarations and data is provided

  • Conduct day-to-day risk assessments and monthly internal audits monitoring transactions both self-cleared and broker cleared identifying broker, supplier and plant compliance issues and discrepancies and ensuring appropriate follow-up with parties involved.

  • Organize recordkeeping system for import transactions, export transactions, Free Trade Agreements, Drawbacks, and other programs according to the importing country’s recordkeeping requirements

  • Export Controls - Manage the export control programs at the regional level. Support both teams as required to ensure all shipments are in accordance with export control regulations. Apply for export licenses, certificates, BOM checks, etc. Preform DPS & SOR Screening and interpret results for approvals and/or escalations.  Assign ECCN/dual use classifications. 

  • Maintain all records for Manufacturer’s Affidavits, ADD/CVD,  USMCA, CETA, and other Trade Agreements, Certificates of Origins, etc.  

  • Support company trade security programs such as CTPAT, AEO, PIP.

  • Support automation implementation/testing and ongoing maintenance of systems.

  • Develop and deliver to Company personnel import/export compliance awareness training regarding customs regulations, policies, procedures and internal/external controls required to ensure fast and efficient release of imports while remaining compliant.

TECHNICAL/PROFESSIONAL KNOWLEDGE, SKILLS & ABILITIES

  • Strong understanding of Canadian/US and international import/export transactions

  • Strong technical knowledge of Trade Agreements (USMCA, CETA, FTA, etc.) and International Customs legislation, compliance and security practices

  • Ability to work on projects/assignments  with minimal supervision

  • Strong organizational, time management & multi-tasking skills, 

  • Detail oriented, open minded individual that is flexible and accepts change willingly

  • Solid written and oral communication and presentation skills

  • Ability to travel internationally

  • Proficient with Microsoft Suite of products and ERP systems

QUALIFICATIONS

  • Post secondary education (Supply Chain, Business Administration, and Finance) and/or Certified Customs Specialist designation or equivalent

  • Customs Brokers’ License

  • CITT or CIFFA designation preferred

  • 5-7 years of analytical customs operation experience

  • Experience in manufacturing environment

  • Demonstrated ability to show initiative and continual improvement.
